Cheshire East Council has given an update on its household waste recycling centres.

On 27 February, the council agreed a budget for 2024/25 which will protect vital services and focus council funds on providing support where it will make the most difference.

As part of the essential savings measures for this year, and due to increasing operating costs, the emergency reduction of household waste recycling centres (HWRCs) in the borough has been agreed.

Four core sites will remain open in Alsager, Crewe, Macclesfield and Knutsford.

The emergency closure of Bollington, Poynton and Middlewich HWRCs is currently targeted to take place in the next two to three months.

The council is working to ensure that the transition is as smooth as possible and as part of this, will be putting in place mitigation measures.

These will include later mid-week evening opening hours at its four core sites, and the introduction, on a trial basis, of a mobile household waste recycling service for residents in the Bollington, Poynton and Middlewich areas.

The final details of these mitigation measures continue to be developed but will be timed to go live at the same time to limit any disruption as much as possible.

Further information will be shared by the council over the coming weeks. For now, all HWRCs in Cheshire East can be accessed as normal.

The council will be engaging with town councils to explore opportunities for working in partnership to support HWRC services in their local areas.

Cheshire East Council is seeking views on several proposed changes to its adult social care charging policy.

The aim is to review the way contributions are calculated in line with national guidance and update rates and fees to reflect the cost of current care prices.

There is a rising demand for services to meet care and support needs and the purpose of this consultation is to engage with service users, carers, and the wider community on the proposals to update charging arrangements in adult social care.

Rhodes-Jill-223x280Councillor Jill Rhodes, adults and health committee chair at Cheshire East Council, said: “Cheshire East’s current charging policy has rates and fees aligned to historic care prices which are out of line with Government thresholds, resulting in a subsidy for residents who are assessed to pay full cost.

“The proposals set out in this consultation support the council’s priority in the Corporate Plan to support a sustainable financial future for the council, through service development, improvement, and transformation.

“Income generated from adult social care charges directly funds adult social care services.

“By increasing the amount of the income that comes into the council from adult social care charges, the aim is to ensure quality front line services continue to be delivered to the residents of Cheshire East in a financially sustainable manner and will meet future demand.”

If any changes to adult social care charges are put in place as an outcome of this consultation, those affected will have a new financial assessment and will be notified of any change to their charges.

The consultation will run for 12 weeks starting on 30 October 2023 and closing on 21 January 2024.

Important briefings for potential local election candidates

Cheshire East Council’s election team will host a number of briefing sessions for potential borough, town and parish council candidates.

Seven sessions relating to borough council elections and seven separate sessions for town and parish council elections will be held at locations across the borough during February and March.

This is due to elections being held on Thursday 4 May for all 82 borough council seats and for all contested town and parish councils in Cheshire East. For the first time, photo ID will be needed to cast your vote in person. You do not need photo ID to vote by post.

Nominations for the elections close at 4pm on 4 April – meaning all paperwork and other documentation must be submitted and approved by that date.

Anyone seeking to stand as a candidate in the May elections is urged to attend one of these briefing sessions:

  • Monday 20 February – Capesthorne Room, Macclesfield Town Hall SK10 1EA;
  • Sunday 26 February – Committee Suites, Westfields, Sandbach CW11 1HZ;
  • Wednesday 1 March – Committee Suites, Westfields, Sandbach CW11 1HZ;
  • Thursday 2 March – Grand Hall, Congleton Town Hall CW12 1BN;
  • Monday 6 March – Capesthorne Room, Macclesfield Town Hall SK10 1EA;
  • Wednesday 8 MarchHolmes Chapel Community Centre, Station Road CW4 8AA;

All briefing sessions start at 5.30pm for borough candidates and at 7pm for town and parish candidates except for the briefing on Sunday 26 February, when the briefing for borough will start at 2pm and the town and parish will start at 4pm.

Returning Officer Lorraine O’Donnell, who is chief executive of Cheshire East Council, said: “I would urge all potential candidates to attend one of these briefing sessions as there will be important information we need to give relating to these elections, the process for nominations, protocols and legal rules. Nomination packs and other relevant paperwork will also be available for collection at the briefings.

“It is important that all paperwork for candidates is completed correctly, prior to the deadline for nominations, to avoid any difficulties that could prevent a candidate from standing.

“The council’s friendly and efficient electoral services’ staff will be able to offer advice to candidates on the paperwork that they need to complete.”

The briefings will include important information including:

  • The role of borough, town and parish councillors and the protocols they will need to follow once elected;
  • Key changes to election law around voter ID requirements;
  • Timetables of key election events and deadlines;
  • Nomination arrangements, timings and how to complete nominations;
  • Details of the timing of delivery of polling cards;
  • Details for postal votes and proxy votes;
  • Polling day arrangements;
  • Ballot verification and count details;
  • Candidate expenses guidance; and
  • Campaign ‘Dos and Don’ts.’

This will enable the team to ensure they have the relevant documents available for you to collect at the briefings.

Anyone who wants to have their say in the local elections in May must also be registered to vote. It only takes five minutes to register online at: gov.uk/register-to-vote

Anyone registered to vote, who does not have one of the accepted forms of ID required by the new government legislation, can apply for free ID online via the gov.uk website before 25 April, or by completing a paper form.

Middlewich Town Council and Cheshire East Council are introducing a new monthly service to complement the weekly existing Warm HUB facility which occurs every Wednesday in the Victoria Hall between 3pm and 5pm.
